It is a miniature crank kneader also called Corsican kneader (originally made by Ernest Corse, builder engineer in Cavaillon in the 19th century. According to the few information I could find, the kneaders of this life-size type would be very rare (only six listed in France.)
This one in miniature is very probably a unique model.

It partly works when you turn the crank, the upper part works perfectly, the base part under the kneader needs to be revised at the level of the cogs or the gear lever (small play), sometimes it works and other times it does not snap in.
