Coming from an upper-middle-class Biscayan family, José Agustín de Llano was the nephew of Sebastián de la Cuadra y Llarena (who was Secretary of State during the reign of Felipe V). He was minister plenipotentiary of the Duchy of Parma from 1771 to 1774 and, later, ambassador to the court of Vienna from 1785 to 1794.
