He was greatly influenced and inspired by his father Louis Maurice Simon (1905-1952), who was a public school teacher and painter.
At the age of 20, he began studying art at the Ecole des Beaux Arts in Rennes and continued at the Ecole des Beaux Arts in Nantes. After graduating, Jacques Simon opted to teach visual arts. He spent most of his career at the Lycée Mendes-France in La Roche sur Yon, but also taught in Mulhouse, Fontenay le Comte and Château d'Olonne.
Convinced by Le Corbusier's achievements, Simon envisaged an artistic practice in the city, close to everyday life. He did enormous mural projects, and many of his paintings from the 1970s are related to these.
His work can be found in several museums, including one in Le Sable D'olonne called L'Abbaye Saint-Croix.
