First edition of this work which contains the ordinance of July 1701. In 1701, Leopold attempted major reforms. A first ordinance in June, the Léopold Code, attempts to establish a civil status like in France, more rigorous with stamped paper. This July ordinance concerns the administration of justice and contains civil procedure and criminal procedure, regulations for offices and officers and regulations for water and forests. The bishop of Toul having made a summons and a denunciation in the court of Rome under the pretext that it is in breach of ecclesiastical jurisdiction, its execution was suspended and after various conferences held at Malgrange, it was replaced by the ordinance from 1707.
