Grandson of the famous British novelist Edward Bulwer-Lytton (1803-1873), Neville Bulwer-Lytton was born in Calcutta in 1879 while his father Robert, a diplomat, held the position of Viceroy of India. He first studied at Eton College (UK) before joining the École des Beaux-Arts in Paris. An associate of the National Society of Fine Arts, he exhibited his first works in the early 1900s. These included watercolor landscapes and oil on canvas portraits representing eminent personalities of his time. He also exhibits his paintings in several galleries and museums in England, including the Royal Academy of Arts, the Royal Society of portrait painters and the Walker art gallery in Liverpool.
Mobilized during the First World War, he served at the rank of major in the Royal Sussex Regiment on the Western Front and received the title of Knight of the Legion of Honor for his bravery. It also represents several episodes illustrating the daily life of this war, notably through a series of pastel drawings.
