The maker's mark is very rubbed, but under a magnifying glass a partial "IWW" is visible, for J W Story and W Elliott.
The shape and design of this bowl is reminiscent of Dutch brandy bowls that were popular in the 17th century.

Excellent antique condition. Some tiny nicks and dings appropriate to age; maker's mark rubbed; seam visible on the inside of the foot; tiny split to foot; tiny crack to rim that has been soldered over.
