President Charles de Gaulle, unable to travel to Panama to attend the handover between the former President, Mr. Marco A. Robles, and the new one, Dr. Arnulfo Arias, will be represented at the ceremony by Mr. Albert Chambon, Ambassador Extraordinary and Plenipotentiary of the French Republic in Panama and the Vice-Consul. The letter is dated September 19, 1968, four months after the events of May 68. Michel Debré, father of the Constitution, was Minister of Foreign Affairs at that time (1968 - 1969)
