Jewel, Silver Cape Fibula, Turquoise & Mother Of Pearl, Gold Or Vermeil, 19thc

Very nice jewel, of quality, it is formed of a hemispherical part with two lobes at the ends, and a decorated spike moving on it thanks to a ring. The entire body of the item is adorned with interlaces of vermeil or gold threads, encased with turquoise beads, the lobes with pieces of mother-of-pearl. Could it be a Provençal cape fibula.?. Maybe! Hallmarks on the pin, unidentified.
French working (Provence?), Probably dating from the end of the 19th century.
Very good condition, no lack, no break, the pin is a bit crooked, that's all!
