Washington was a pupil of François-Édouard Picot. He participated in Paris, from 1857 in the Salon of French Artists and for nearly fifty years; he was medalist of the third class in 1893. Washington had its hour of fame with its paintings representing mainly views of Algeria, Morocco and its animated scenes of prancing horses.
