This is Eugène Marcel Mougin (1895-1981), born in Paris. He is a landscape painter, post-impressionist.
He was introduced to painting during his captivity during the 1914-1918 war.
He exhibited in Paris in various events, notably at the Salon des Artistes Français et des Indépendants.

Listed in the Bénézit.
Period: first part of the 20th century, around the 1950s.
