Son of the portraitist Edmond Marie Louis Wagrez (Douai, 1815 - 4th arrondissement of Paris, 1891), with whom he began to study, Jacques Clément studied Fine Arts under the direction of master Isidore Pils, then Henri Lehmann, a disciple of Ingres. He then enrolled in the studio of Jules Eugène Lenepveu before leaving for Italy for a study trip. The Venetian or Florentine renaissance will inspire him in his subjects and his decorations. In 1870, he sent his first watercolors and portraits to the salon, which earned him great notoriety. A fashionable painter, he was commissioned for interior decorations of palaces and Parisian mansions and some delicately illustrated works.
