Attended the workshop of Lucien SIMON [ 1861-1945 ] 
He exhibited at the Salon des indépendants in 1945 where the city of Paris bought him a first painting. He then exhibited regularly at the Salon des indépendants until 1989.
In 1947 and 1948, he participated in a collective exhibition at the Marquié Gallery, no 16 West, 57th street in New York, under the title: École de Paris – Paintings, with Eugène Boudin, Jean-Baptiste Corot, Georges Braque, André Lhote, Élisée Maclet, Camille Pissarro and Le douanier Rousseau.
He continues to exhibit in Sweden, Germany, Switzerland, Venezuela, Lebanon, Spain, Mexico, Montreal.
In 1975, Picard left the workshop quai des Grands Augustins to settle permanently at the port of Ablevois in La Chapelle-sur-Loire, in a family house. He then exhibited in Chinon, Ingrandes-de-Touraine, Bourgueil, with some excursions to Paris.
These paintings are regularly sold in French or foreign auction rooms ( Drouot, Christie’s)
